Venezuela: The Beginning of the
End to Chavez

Dear Carrie,
You have probably read the news that we have just ended
an election process, a referendum actually. And your calls seem
to be right on the mark, except Chavez is still in power. You are
probably confused on how and why this has happened. How can Chavez
have won. Well, the truth is that he didn´t. It is very clear to
82% (recent poll) of the population that some kind of manipulation
was made. This is clear from both sides of the political fight.
The government knows it, we know it and the international community
knows it. However, for reasons we do not fully understand, the international
community is keen on accepting Chavez. Some say, that with high
oil prices, the US government does not wishes that political instability
affects the supply of oil at this time. And there are many interests
in the international community for a Chavez continuation. So, you
were right: elections were indeed held, Chavez lost, yet he is still
in power. What can we expect going forward?
FYI - we are working on dismantling the electoral fraud,
but it will be difficult to prove given it was all made in an electronic
format. So we still have a small hope that this is actually proven
and that Chavez´ decision backfires on him (such as the case of
Fujimori - Peru, and many others).

7.25.03 Dear Carrie,
The main concern is to find out when and how (democratic
solution or by force) Hugo Chavez will leave the Presidency of Venezuela.
What will be the role of the foreign forces active in Venezuela
to shore up the regime, Cubans, Colombia FLN guerrilas, and all
sorts of Arabian terrorists.
Will Venezuelans be able to defeat them- who will fight
them? Our institutional military, or civilians, or both?
Next, what is Venezuela's two to three year outlook in the
area of future democracy, violence vs. reconciliation, and economic
recuperation.

Venezuela: The Beginning of the End to Chavez
The main concern is to find out when and how (democratic solution
or by force) Hugo Chavez will leave the Presidency of Venezuela.
(July 25-August 16, 2003) To put it simply, Hugo Chavez is
going to have to be booted out of office. His drive to control is
simply too powerful. Astrological indications say by force. He is
going to take his time. I am very comfortable saying that this is
the beginning of the end of Hugo Chavez. The lucky streaks for him
are over. There is a significant amount of astrological pieces to
say that he is on his way out of office. Yet, it will take some
time. It appears that he will hold onto his continued weakening
position until summer of 2004. Elections are likely to predominate
in the news - Winter 2004.
I would like to caution that there is a ticking time bomb due
to go off in October and November of 2003 that weakens the leadership
of Venezuela. The homeland is very unstable. The likelihood of riots
and looting are great October 2003-January 2004. If another coup
attempt occurs at this time, it is highly likely that it will be
a weak leader that is put in Chavez's place. It is best to leave
Chavez in for now. His position is weakening. Chavez begins to face
real limitations 2004.
History is being made. Note the time frame after October 25,
2003 on your calendar. This will tick off tensions. Opposition parties
are seriously moving forward. The judicial system is fixed, oil
prices or output are due to increase. Watch the banks where many
transactions are due. Something, like this August 19 election poll,
is going to explode tensions. Expect a catastrophe. Military force
increases.
The true question is not so much will Chavez be ousted, but
where is the leadership going? More specific, what power will win
the next elections at the end of 2004? I do not have enough concrete
information to know whether the next person to become president
will be a Chavista, democrat or other.
I can say that democracy remains unstable and a lot of hard
work needs to be done to bring the Venezuelan economy back. Your
country faces a long hard economic recovery - the strength to do
such a feat exists.
Astrological Significators:
1) Saturn/Chiron in harsh aspect to the July 5, 1811 Sun
position at 13 degrees of cancer.
Astrologers look to the past to understand the future. The last
time Saturn danced in opposition to Chiron in harsh aspect to Venezuela's
Sun at 13 degrees of Cancer was in 1989. (Please see the tri-wheel
that illustrates the similarities between 1989-90 and and what is
up and coming for Venezuelan leaders.)
In the spring of 1989 Carlos Andres Perez Rodriguez was re-elected.
In 1989 a spirited campaign led to a food riot and looting. Masses
struck out against bus drivers who unfairly raised prices. A gas
price hike was the last straw. This ended by a vicious massacre
of some 2000 people by military and police. Venezuela moved toward
a type of democracy. Perez nationalized oil, iron, steel and controlled
foreign enterprises. This type of behavior is what to expect for
2003-04. When a Venezuelan president is under these vulnerable aspects
that exist for the Fall 2003-Summer 2004, Venezuelan history speaks
of a rebellion.
2) Chiron Return for Chavez.
To further illustrate the point that it is the beginning of the
end to Chavez -- is Chiron. Chavez approaches his Chiron return. In
English, he is most likely to land in some form of incarceration after
he has been ousted from power. Chavez is due for three passes over
his natal Chiron in 2004. Dates that signify a potential jail sentence
are March 27, June 8, and December 29, 2004. (Allow time on either
side of these dates.)
Between September 1991 and May 1992, Chavez experienced three passes of
Chiron over his natal Sun position at 4 degrees of Leo. It was In
1992, Chavez landed in jail after he led a coup attempt against
Perez. A simple translation.....a wounded ‘wannabe' leader.
3) Saturn conjunct Chavez's south node.
Any time Saturn comes up to conjunct anyone's south node, it
is over. Saturn comes within ONE degree of conjuncting Chavez's
south node on October 25, 2003. Another attempted coup is likely
in the works, but Saturn DOES NOT pass over the south node! Amazing
how close opposition comes to ousting him a one more time. Nevertheless,
the writing is on the wall. June 21, 2004 Saturn will FINALLY pass
over Chavez's south node. All of 2004, the country pushes for another
election. Winter 2004 an election is in the works.
In astrological research, three is a charm. If you see at least
three different aspects saying the same thing, you know that you
are onto a truth. It is the beginning of the end to Chavez.
If you are not satisfied with three here is one more for the
road...
4) Saturn began to pass over the Sun (leader of a nation)
summer of 2003 and will continue to restrict the president's activities.
As I made mention in the first Venezuela Report, It was Jupiter
that passed over Venezuelan Sun and Chavez's Sun that gave him a
lucky streak between July 2001-Spring 2003. The lucky streak is
coming to an end. Where Jupiter is lucky, Saturn makes life more
difficult. That is what is up and coming for Chavez. Please view

What will be the role of the foreign forces active in Venezuela
to shore up the regime, Cubans, Colombia FLN guerrilas, and all
sorts of Arabian terrorists?
Chavez has planted seeds in the minds of too many people. I
do not need astrology to say that it is unlikely that the Chavez
regime will completely die, or that the FLN guerrilas and Arabian
terrorists will disappear. There will always be extremists in any
society that are ready to take over a government. Each country has
their own.
I am more concerned about the strength of the next government.
Given specific astrological data, I believe that the next government
will be mostly interested in rebuilding the economy, yet the region
will remain unstable and disruptive towards democracy for years
to come. I am lacking enough information on the next elections.
I have ni idea who will be running or what their platform will be.
I do see elections at the end of 2004.
Will Venezuelans be able to defeat them- who will fight
them? Our institutional military, or civilians, or both?
The group that led the business strike from December 2002-February
2003 is due to come around again with more momentum and strength.
Again, it would be unwise for another coup attempt the last half
of 2003 as the new appointed leadership would be weak. Again, it
is best to wait. Chavez will be out by the end of 2004. Patience
is best. (12-05-06- This was incorrect, there was an attempt on
his life.)
US is also involved. U.S. Independence Day is July 4 and Venezuela's
is July 5. Astrologically and hemispherically, these two countries
are linked in their drive for a similar leader. As goes the country,
so go its people. There is strong evidence that U.S. will play part
to help Venezuelans achieve intended democracy. Just remember --
Bush is very interested in oil and his birthday is July 5!
Next, what is Venezuela's two-to-three-year outlook in the
area of future democracy, violence vs. reconciliation, and economic
recuperation?
What seems to be clear is that it will be finally over for Chavez
in the summer of 2004. Around the time of your independence day
July 5. Democracy is unstable through 2005. The homeland continues
to be unsettled and disruptive from time to time over the next 2
years. Military control increased in order to stabilize the region.
The drive to rebuild Venezuela's economy is going to intensify over
the next several years as transiting Pluto begins a dance with Venezuela's
Saturn in the second house of money. This will not be an easy feat.
The drive to achieve an economic outlook is due to be strong.
2017
I would like to have you step back just a little bit further
with your question for democracy. There is an additional point that
I would like to make about Saturn returns and the July 5, 1811 Independence
chart for Venezuela.
Every 28 to 30 years ANY birth date will have a Saturn return.
It speaks of a time of order and responsibility. From 1958-1987,
Venezuela experienced four changes of power in a democratic manner.
One Saturn return cycle. This has been reported in your history
as a time of great pride. The 1958 Saturn return chart for Venezuela
had Saturn in trine to transiting Uranus. In other words, harmonious
change of responsibility from one leader to the next. However, the
Saturn cycle which began in 1987 marked a new era in democracy.
Instead of peaceful change between leaders, it speaks of a 28-30
cycle of upheaval and chaos at each transition as Uranus sat right
on transiting Saturn and natal Saturn.
The next Saturn cycle will begin in 2017. It is this Saturn
return that looks more peaceful toward a democratic resolution.
In the meantime, military force will dominate to create a more stable
nation.
Conclusion
Venezuelan citizens are most vulnerable now. So too, is the money
flow. This leads me to believe that there will be a rebellion. Venezuelans
are due for a couple of very busy months. Forces greater than Chavez
begin to gain more control of the leadership of Venezuela, e.g., business
strikes, foreign enterprises, unions and coup d'etat's. A coup fits
the astrological indications this fall, yet unwise.
History will be made at the end of August 2003. Venezuela is
very unsteady. This includes the economy. October and November highly
explosive months. This will continue through January 2004.
Chavez will likely use outside military for support. His desire
for power is great. Get ready for riots and chaos for the remainder
of 2003 and into 2004. Chavez ability to lead increasingly restricted
and more and more ineffective as a leader at this time. This is
a time when Chavez chart and the Venezuelan Independence chart suggests
a compromised situation for Chavez. His days are numbered. The astrological
data that I have interpreted indicates that Chavez will be out of
power July 2004.
After Chavez is gone, there is a strong emphasis on economic
recuperation over the next 2-3 years. The region will still be full
of surprises and instability through 2005-6. This includes democracy.
Whosoever comes to power next, will work hard to stabilize
the economy. Expect an increase in military control to stabilize
the region.
